chore(deps): follow-redirects 1.16.1

Two high advisories were published against 1.16.0 in the last few hours
(GHSA-q3jh-wrc6-jgq8, GHSA-8r9p-f939-6h3c), and the 'Check audit' step fails
on any vulnerability, so every run after 18:33 UTC today is red - including
the ones on this branch that had passed earlier.

Lockfile only, no source change: 1.16.1 satisfies the ^1.15.6 range axios
asks for.  Worth cherry-picking to main, since it blocks every PR.
