build(mocks): emit the browser build for the server-ci target
streamConfig.mockWeb turns the mock site on for the target whose services are JavaScript, so sasjs build produces sasjsbuild/mock alongside the deploy artefact. mockWeb is independent of streamWeb, so the same target still deploys for real.
