docs(parity): say what is true about the exemption and the decoration
Two comments outran their evidence.

The getcolvals docstring said no fixture reached a decorating format, while the
same commit adds a dollar8.2 one that does - the padding and decimals are
pinned, the symbol is not. COMMA and SIZEKMG are the formats with no fixture,
and it says that now.

The _PROGRAM exemption was justified by the path being uniform across
deployments. It is not: it carries the target's appLoc. The reason that holds is
that the path is the route of the request that was just made and is already in
that request's URL, so publishing it adds nothing. Both the projection comment
and the README say that instead.
